Which professional should I get advice from for home improvements?

Hi

Please could I get advice on what kind of professional I should get to re-design my house?

I don't need any extensions done but the inside of the house needs interior walls to be moved so that I can make a bedroom bigger and another one smaller and I'm just not sure which ones can be knocked out, or which ones need steel beam reinforcements etc.
I'd also like some ideas for the downstairs rooms as I don't think the space is being maximised.

I've had people who are not structural engineers (friends, neighbours, plasters etc) saying 'oh yes you can knock that wall down no problem because it's not load bearing' but I actually want to just pay for someone who is qualified to advise me on these things before we do something stupid which invalidates building insurance etc.

Is it a structural engineer? An Architect? An interior designer? A building company who do their own engineering and planning works?

Would love to hear from people who have done similar. Don't know if it matters but this is a timber framed house and already has a loft conversion.

Also, what am I likely to pay for such advice? I live in the South East.
