Moving to New Zealand for two years

Asking for someone else. Friends of ours are retired and want to move to New Zealand. They are not 66 and don't meet the criteria to move there permanently as they can't invest the amount in the economy required and have savings left. Is it possible to rent out their house and move temporarily to NZ if they rent out there? Hoping maybe they can stay longer once out there if one gets a job of some sort.
Advice needed. Is the 2 year visa just for people who will be working?

I’m pretty sure it is just for people working. My parents did this after retirement and until their residency visa came through, they had to do the 6 month / 6 month thing ( where you can stay in NZ for up to 6 months then have to leave for at least 6 months).

They had various lawyers in NZ involved due to property etc. and I’m fairly sure if they could have stayed for two years at a time, they would have applied for that visa instead.

My parents only got the permanent visa because my sister and her husband are permanent residents and there is provision for retired parents to move there (it’s right of residency not right to work).

Also, I’m fairly sure the work visa requires the job to be a specific post in a skill NZ doesn’t have enough people for and the person applying has to be under 55.

Do they need to work? If not can they go on a six month tourist visa, and then go to Brisbane for the weekend and re-enter on a new six month tourist visa?

While this is a zombie thread, if anyone is reading it, you have to leave for 6 months - you can’t just pop over to Australia for the weekend and then get another 6 month visa
