Help! Need advice on walls at front of elevated property

Hi I have five low level walls at the front of my house, which has approx 25 steps from street up to front door. The tops of parts of the walls (breeze block) have been crumbling. We have had two people in so far to look at it and give quotes. The first said we have 3 options:

Tidy up walls, copping stones on top them skim etc
Second is to put up an extra wall in front of the first ones
Third is to secure with sleepers.

He thinks the first option is not ideal as the walls need to be strengthened and it won't last if we get that done.

However, a second builder today has said that option 1 would be fine as there is no evidence that the walls won't hold. However, looking closely at the topmost wall today I've noticed a very slight bulge in one part of it.

I'll try to attach photos to give a better idea. I'm not sure what is best, help!
