Neighbour problems - housing associations

The house next door to us is divided into two flats, both managed by a housing association.
The downstairs tenants are no problem. The upstairs flat has just been vacated by horrendous tenants. We never complained and gritted our teeth. Fortunately, they moved recently. We have now got equally awful new residents upstairs. Won't go into details.
If problems get worse, will the housing association listen to our worries or is it a waste of time?

HAs are usually very good - and will issue the tenants with a warning

Contact the HA first and see what response you get.

If none, then go to your council.

Thanks Colditz. Not rushing to do anything but it's nice to know that we can approach the HA if things get intolerable.
