Dampness in my ground floor flat?

I have just bought my first flat. However, I have noticed that there is a paint/plaster type smell in it almost constantly. When I put any kind of paper on the floor (I'm a teacher and have many bits of paper lying around!) they are damp to the touch after a short time. Now, I am seeing a green powdery substance forming on my skirting boards that wipes away easily but is nevertheless concerning.

I believe it to be dampness, and was wondering about the health issues connected to this? Also, if anyone had any idea of the cost involved to rectify the issue?

Many thanks for any info at all on this - I'm rather worried!

I lived in a basement flat and opening windows fully every day & a dehumidifier were enough. I didn't have any green powder though, it just felt damp.
