Heated towel rail

What is the std arrangement for the plumbing for a heated towel rail? The plumber has done the new one so that it only comes on with the heating i.e. Not during summer. The previous one we had pre bathroom renovation came on with heating AND hot water so was still effective during the summer. We have mega flow hot water system.

Some have an electrical connection as well as being connected to the plumbing.

Ours has an electrical connection as well. The cable goes through a small panel at the bottom of the bathroom wall and then leads out through to the hallway where there's a switch, if you do want to switch it off, i.e. when you go on holiday.
