New build property - this is in the loo - this part of the house is under ground level. Surveyor coming soon - should I be worried??its the little hole in the wall

No. Looks like an old screw hole

Is that raised bit around the hole bubbly and soft?

I also agree it looks like a screw hole but it could also be a leaky pipe. Wouldn't think it was damp

No doesn't look like damp just damaged. I'm amazed the surveyor is coming and didn't tell
You just to put a bit of filler in!

The raised bit just looks like a painted over wallplug.
