When did you tell your neighbours of your plans to extend? And initiate the party wal agreement?

Just don't wait to let them find out from the council writing to them. Much better to mention it personally first.

Yes, we told ours for definite when the planning application was ready to go in so they heard it from us before council notified, but we'd talked vaguely about it for a while so it was no big surprise to them. We're sorting party wall paperwork now - we're at the point of appointing a builder for October-ish start date.
