Damp from overflow pipe

Noticed the overflow pipe above ground floor was running consistently so asked landlord ( HA) to attend. Chap did something Blush with water tank in the loft and it stopped temporarily. It began again and same scenario.

Sons bedroom (groundfloor) has smelt damp recently so we make sure windows are open and place is ventilated. The exterior wall is the same wall the water has obviously been running down and today i noticed mould in the corner.

Closer inspection revealed the carpet in that corner was sopping wet gone unnoticed as under a desk. Ripped up the carpet and found loose broken tiles from the orginal floor.

HA are coming thursday to test for asbestos in tiles and check the water issue but generally they are bodge fixers so id like to have a few general ideas of what to ask / expectation of repair.
