Advice please

We've been desperate to move for the past couple of years but we have our heart set on a specific area to be closer to family and a better prospect for high schools. We went on the market 2 years ago, had an offer, accepted but had to pull out as we could not find anywhere to live. Not many people move out of the area, if they do they have big houses which are out of our price range.

Today I noticed a house has gone on the market in the area we want, looks nice and good price. But we're not on the market. Can we approach the agents? We're so clueless to how it works, we bought our house from family so have never been in this position. We just haven't gone on the market because nothing has gone up in the area we want.

OF course you can look round, and you can even make an offer, but the likelihood is you will be told 'thanks for the offer' then 'when you are in a position to be able to move, we'll decide whether to accept or not'.
