Anyone knowledgeable on House Painting Re-pointing?

I've had my house repainted last week. When I discussed the job with the builder who took it on, I explained we wanted a decent finish and were prepared to pay for the work that would need to go into it. The bottom 4ft or so of our house is exposed bricks which the previous owner had painted a dark colour, the rest is rendered. I said I expected there may need to be some re-pointing to the brickwork/ repairs to the render and his opinion was it was largely ok but a few bits would need a little work. The on the invoice was to 'prep the walls and prepare 2 coats of masonary paint'.

One of his guys spent a few days sanding and sealing the house, but evidently they didn't bother to repoint any of the brickwork. Where they've painted it there are black lines where they haven't been able to get a brush in. There's quite a few bits where I just don't think a brush will get in. It's painted a pale colour, so frankly it looks pretty shit. I haven't paid him yet as he still needs to touch up the areas where the scaffolding was touching the house. I mentioned to him that we weren't too happy with the finish in certain areas and he's said he will try to touch up with a brush. Does anyone know if he could technically re-point and paint the areas of worn away mortar? He's telling me he would need to strip the paint away and grind and re-point. After having lived with it over the weekend, I don't feel like I will be happy til it's done properly. If he won't do it should I try to negotiate a reduction in price? Thanks for reading!
