Prepping walls for painting

I'm redecorating our bedroom and when removing the hideous brown paper, the lining paper underneath has stayed put surprisingly.

Therefore, how do I prep this lining paper for painting? There are a few small tears and lifting edges which I presume I need to fill and glue respectively? It looks like all the backing paper came off with the brown wallpaper so do I need to sand the walls down? Then i was thinking a thin coat of white emulsion to seal it?

Also, one wall has extensive discolouration from old damp - what do I need to do with this?
