Manhole cover question

We have a manhole cover in the middle of our front grass can this be used to drain a wheelie bin after washing? We don't seem to have any street drains on the road.

Yes it can. A manhole is just an access/inspection point for the drains.

However ... if you keep opening the manhole you can get bits of earth and grass trapped in the rim, and if it’s not sealed and airtight you might find undesirable odours escaping
