common repairs

I live in a flat where myself and a neighbour share common repairs for roof and guttering. I have contacted the person living in the flat to express there are a few essential minor repairs, but with no response. I have since discovered that the property is still registered on the title deeds in her mother's name who has been deceased for 2 years now. She has continued to live in the flat, since her mother's death. I am not sure where I stand legally or who is responsible for the cost of any common repairs. Anyone know how I progress, where the daughter who continues living there is non-responsive.

Interesting - are you in the UK? I wonder if it's just the Land Registry who haven't been updated? It suggests the mother's estate hasn't been sorted out properly.

I live in Scotland. I've approached the land registry but they say there's nothing they can do until someone instigates the change.
