Making an Offer and Probate

I would be grateful for any thoughts on this.
Went to view a property today which on turning up at the viewing I was told it was now under offer, however they are still conducting viewings up until the point of exchange.
Also transpires that the sale is going through probate and apart from the family there is an agency involved who are the ones insisting it remains on the market despite an offer being accepted.
This seems crazy to me. I could make a higher offer tomorrow and have a survey done in the next few days for example and then incur solicitor fees only to be gazzumped at the final hurdle?
Also the sale would be delayed as long as probate takes to complete.
I am now not planning to make an offer but would be grateful if anyone has encountered this themselves or any views on the situation.

I've seen a few properties like that and bought one like that. It was a case of making a high enough offer to put people off gazzumping + crack on with the purchase to show you're serious and speedy. And realistically, another offer is unlikely to be accepted a few days before exchange unless it's substantially better and the buyer is in a strong position.

If you're worried about potentially losing money spent on legal fees, then that can happen with any property. A chain collapses or seller changes their plans etc.
