Asbestos dumped outside the property- council refuses to action

Hi
Our house is located near a riverbank and our garden fence is abou 5 meters away from the riverside path. Main road is about 30 meters away from the right of our garden.
The pathway has been used by flytippers dew times last year and council sent contractors to remove th waste when reported.
Last week however someone dumped a pile of asbestos not on a pathway but between our garage door and a pathway, basically a meter away from the pathway.
I have reported it to council but they refuse to action saying this is not their land.
Isn’t it council responsibility to investigate who owns the land and action?they are not interstates to investigate further. This is open space close to a pedestrian road and gardens.besides swing s toxic waste it is big eyesore.
Am I correct to assume that it is councils environmental services task to investigate who is the owner and request to remove it?
I am considering reaching out to my MP as I did not get much interest from the council

Only suggestion I can think is get in contact with the environment agency? They should at least be able to advise you how to proceed.
