Replacing garage door with walls and windows

Just wanted to check if we can replace the garage door with brick wall and windows without building regulations approval or not. We brought the house 2yrs back and when we bought it the garage was converted into habitable space with carpet, heating, lights and window. I want to add the front porch to our main door and want to replace the wooden garage door with bricks wall and windows.

You need building regs. I've done exactly this. It's not onerous.

Thanks @paq for the update. I am OK to fill out the application for buildings notice online on my local council, however the person who's going to do the work is not a registered but a friend of my friend who has started his own work and in the form for cavity wall insulation, I have to fill out the registration certificate number of the installer, which is a problem.

Yeah you don't need planning permission but it will need to conform to building regs. Can you ask the council for advice if you don't have a reg number for your friend?
