My neighbour built an extension but did not issue a PWA

We bought a cottage and applied for permission to extend. Our new neighbour is very nasty, complaining and deliberately delaying consent etc. plus harrassment. He extended four years ago but did not issue PWAs......saying our old owner verbally agreed. She was 94! No written agreement is included with our papers. Could he build with just a verbal agreement? The past owner is now deceased.

Yes - if your neighbour agrees, you don't need a PWA. Best to document it, but you don't have to have one. If he is as horrible as you say, he probably just went ahead and she just didn't know she could get one put in place.
