Ladder type radiator in bathroom

DH and I are absolutely useless when it comes to anything even slightly technical but just wondered if anyone could give us some ideas. We have a ladder radiator in the bathroom which was installed about three years ago. On the bottom there are what look like two tap handes.

As I have said, we are useless so have never touched it. In the winter its warm and toasty but obviously now the heating is off for the summer its really cold and also the towels don't dry very well. What I'm asking is if anyone knows any solutions so that we could just have the radiator working in that room. Incidentally we have oil CH so don't know whether that would make a difference. None of the radiators have independent thermostats either.

You can get an electric heating element added. Ideally have it on a 24 hour timer switch so it be on to suit your baths.
