Neighbor's builder

Like my title says not sure what to do. Basically we're having en extension, but before we started told both of our neighbos what we're going to do. I told particularly for one of them if she has any problem or discomfort about parking then she should just let as know. I was worried as we didn't know if our builders will be considered about their parking but they're great.The other neighbor has off road parking. So we are also having our parking done where the builders have to dig into the bank we own but their is a pathway between our house and the bank. Their is gas, water and telephone cable to be moved. Once we started that she had some people from the traveling community to do her front and back garden and also dig out her parking too. They were asking our builder how to do it!! They also raised the back of her garden so much that we can nearly see the whole upper body of the workers. We have a 6ft fence between us! No retaining wall, nothing. We're worried that if it's going to rain it's just going to come through to our garden and we have a studio/gym there. Her builder also started to do the paving in back the garden to my other neighbor. I heard him a few times shouting with them and one particular time he was shouting get the f... out off my property. Well in the end they finished that work but I heard the work is far from perfect.
So,my question is should I report my neighbor now or later to the council as she raised her garden so much my builders said she need planing permission. We're worried her builders would think we're racist and we are scared of them as once the main boss was shouting with me. It's out of a question to talk to my lady neighbor as she hardly says hello.Help

When the building regs person come to see yours, maybe you could ask them to have a quick look at your neighbour's. If they see something that looks dodgy they can contact your neighbour to make an official appointment. That way any investigation/ requests for alteration comes from the council not you if there is anything done incorrectly.
