House buying saga, utilities

I've posted a lot over the last few days and been really thankful for advice.
Latest saga is vendor thinks I'm stalling purchase, and has said she will "turn off gas, electric and water to save on the bills" as the house is empty.
What does this mean? She will surely have to pay the standing charges anyway unless she disconnects the house completely from the utilities surely? Thanks in advance, my little brain is pickled!

Yes she will have to pay standing charges . silly fool.

I hope she has it insured as an empty property. Meanwhile update her on progress and tell her that dicking about helps no one.

Thanks special, I thought there was some way to actually disconnect from services, which would be madness!

Would it not cost her money to disconnect the utilities and a bit if a hassle too. Sound like being awkward to me after the roofing probs.
