Would you take on a couple of tenants that have both been through divorces and both have CCJ's as a consequence?
Previous LL says they have paid on time for the last 4 years.
tenant reference company have said to decline. (unpaid debt of 9k)

Personally, I wouldn't. Unless my property wasn't desirable and I struggled to find somebody else.

No. With declined references and big debts like that, you'll never get the essential rent guarantee and legal expenses insurance, and possibly not the other insurances.

Worst case - they move in and then pay no more. Takes six to twelve months to get them out with no income and a cost of about £1500 or more.
