Loft conversion in phases midlands

Hi all, looking to convert loft in phases to make it affordable (am in no rush). I thought stairs and dormer would come first but have no idea how much it would cost. Do you agree stairs first and any ideas on cost? Thanks

We thought about doing this a while ago. We wanted to put the stairs in whilst we were having other work done upstairs (to get the messy bit out of the way) and would come back at a later stage to finish off the the rest of the loft. But we were told by an architect that you could not put the stairs in first and then leave the rest of the work until later. Apparently this is not allowed by building regulations? I would be interested in seeing if the advice we've had is correct!
