blocked manhole

Hi all. Would anyone know if a blocked manhole would stop your dishwasher from working. I had the waterboard out yesterday and the man said the manhole must have been blocked a very long time. There was aslo a very bad smell coming up through the sink. The dishwasher hasn.t been working for a few months now and i don.t know if this is a coincidence.
