Can I just build a workshop /garage on it (non commercial)?

Not usually.
There tend to be restricted use / planning restrictions on fields.

How big is the field, what is it used for right now? You might need change of use if it's not for agricultural purposes and it will affect BPS and/or RLR.

It is agricultural at the moment.
Want to buy it.
It's about an acre.(there's also one I've seen that's an option that's 14 acres that's on the cards as a possible )

I'm assuming grass if it's only an acre, but the 14 acres? What do you intend to do with it and would the building be part of it's use as such? eg shed for equipment?
