Toilet water pressure/flushing problems

Okay, so this is a bit of an awkward topic, but just hoping someone knows anything about plumbing. Our toilet is really bad at flushing, only little water comes out and not in a strong flush. You often have to flush the toilet 5-6 times to get rid of...you know. It's extremely annoying. It's a rental flat and the landlord is a bit of a pain about fixing anything. The flat is on the 4th floor in a big new build block, so my question is:

Is it even possible to do something to improve the flushing in just one flat, or is this related to the plumbing and water pressure in the whole building?

I have zero plumbing knowledge unfortunately.

Have you checked inside the cistern to see if there is a saving-water bag/device ? Something like that:

Otherwise, how is the water pressure in the rest of the flat?
