Is it normal for roof tiles to slip?

We had an entire section of roof replaced 2yrs ago as other solutions hadn't stopped a leak.
More rain came in at the weekend. Roofer came around & said some tiles had slipped & he put them back in place. I have just received an email attaching an invoice for the repair work. It isn't a large sum but i was quite surprised to receive an invoice as I wasn't expecting the roof to have needed any repair work yet...or for another 15yrs or so. Am I being naive? I don't have any recollection of tiles ever slipping on the roof of the house I grew up in.
