wet floor joists in bathroom

Can anyone help please? I have 3 soaking wet floor joists in the corner of my bathroom (bungalow) and under the floorboards several feet away, the water is literally dripping. Five builders and a plumber have examined this but none of them know what the problem is. There are no holes in the wall, leaks, the damp proof course is fine. Water is not coming down the cavity. It apears to be rising as above the joists, the bricks are dry. There was a wood lintel which was wet on the underneath, but this has been removed. I have a dehumidifier in the bathroom 24/7 and the joists seem to be drying out.But I am having a new bathroom installed soon and must find the source of the problem first

Ground water due to rainfall? Are you near a stream or river? Is your house on low lying land? Is there a problem with a drain?

Hi wowfudge, and thank you for replying so quickly.

I had a new water pipe fitted last September which is not leaking. The soil around the bungalow was above the damp proof course but this was lowered by about 6 inches to clear the damp proof course and gravel was laid. Because of this, a new drain had to be laid which meant that water from the kitchen sink and bath didn't all run into the drain. I moved some gravel away from the sink and a bit of water was standing which has now drained away. But surely even if water was standing there for some time, the damp proof course should have prevented any damp rising?

I'm no expert, but is their a damp course membrane which has been punctured or damaged? Really difficult to understand where the various things are with no photos.
