Nuts, which way round?

I've got instructions to assemble a ladder with 'hinge bolts' and 'hinge llocking nuts'. The nuts have a rim of silicon at one side. Does that side go onto the bolt first? Or the other side? Or unimportant?

Sorry, ignore me. Have a new word which has helped with googling the answer, these are'nylon' inserts. Go onto bolt last.
