Weird splodges on freshly plastered wall?!

We have a property that has recently been trashed and we're in the midst of sorting it out. We had the bedroom re plastered (he used plaster board then skimmed that if it's relevant as originally it was huge artexed chunks of plaster), the plaster has been done now for a week. It appeared to be dried out, all pink and even. So today I put on a coat of watered down emulsion in a bid to seal the walls and when I have came back to it this afternoon it looks like the photo. Any ideas as to what this is and am I now destined to have funky splodges in the bedroom?!
