Artex sampled - surveyor didn't wear mask

Has anyone else had artex sampled by a surveyor who didn't wear a mask? Is this normal? Isn't he putting his health at risk?

The amount of asbestos in art is so tiny he's at no risk just scraping a tiny bit off to test. We had a dodgy builder spread dust from removing the ceiling (with art with asbestos, only found out afterwards) ALL over a house we were letting. Cue major problems (tenants moved out for a couple of months and had all belongings replaced), but when the dust was actually tested they couldn't even find asbestos in it (as the levels are so incredibly low)

I don't think ours did either.
