Wallpapering with dado rail

We're about to decorate my daughters small bedroom. We have wallpaper for two walls, but the room also has a dado rail. I can't decide if it's best to paper both above and below the rail or just below/above. Which would you do? If we leave either above or below it will be painted the same colour as the rest of the walls. Removing the rail isn't an option (rented house).

I've got this problem in my bedroom and I think I'd probably do a feature wall and do both above and below.

Paper above and paint below with the main background colour. Saves money on wallpaper and means you use the paper on the most visible areas.

what height is it?

It's pretty much central so equalish space above and below. If there was a more 70/30 split I'd find it easier to make a decision!

it's fairly common to paint the lower section (or board it) when at waist height. Not so sure if it is half way up the wall.

How old is the house? Is there a picture rail? Is there a period style to your décor?

It's a 70s build, no picture rail and not remotely period, I have no idea why it's there to be honest, half the rooms have one and half don't!

perhaps it was intended for use with children scribbling on the wall, blackboard paint is sometimes used.

With it at half height, I think it would look better with the same treatment all over the wall.
