Neighbour responsible for shared gardenwall, how to get them to fix it?

I know we can't force them but how can I encourage them , we've told them the problem but discovered it's worse than we initially thought. Dh has patched a bit but it's specialist and a large job now so not going to be very straight forward or quick. Dh works f/t we have a large young family , I'm a student and working , we don't have the time (or money ) to do it ourselves BUT it's dangerous and obviously a priority.
Next door are (early)retired & I think they have a house elsewhere as they aren't here all the time.
How do I ask them to fix it without causing fall outs/ending up paying the lot? Dh is a push over and I get stroppy so clear phrasing/anything legal would be really useful.
Part of the problem has been caused by next doors plants too which we've been asking them to deal with, this was all discovered when they cut it back.
