Moving BT external junction box - who pays?

I have a BT external junction box outside my front door which connects my house (straight through the wall) and also there is a wire from it that goes above my front door, over neighbour's porch and into their house. I am having a porch built on my house.
From my point of view the socket is fine where it is, but I don't know how it will work for the neighbours. Not sure if the builders are even allowed to mess with the wires to feed them out of the new porch, and then if there is a fault with neighbours line BT will have to contact me for access...Does anyone know if I will have to pay for this to be moved as it is my building that is making the move necessary. Neighbours are elderly and don't want them to have to pay though.

call BT, anything before the NTE socket in your house would belong to BT.
