Converting garage to laundry/utility room- where would we start?

If a house is being built from scratch what do we need to ensure to make the garage space work for this purpose?

I'm thinking;
Getting walls plastered like rest of the house
How hard is it to add a radiator to the garage area?

Plumbing in sink/washing machine
Cloakroom storage/shelves
Possibly vinyl flooring - what preparation needs done for this?

What am I missing?

As you won't be in there all the time - perhaps have an electric fan heater rather than a radiator. A kickspace one could fit in the plinth area of the sink cabinet and give you a blast of instant heat if you kick it on either you enter . Is this linked to the house or totally separate ? As a covered walkway might be beneficial if it's not linked ! Lots of new builds have electrics and even hose taps / water in or just outside . But adding in water waste to the system might not be so easy if it's already been built and there's no waste water drains there ?!
