Does anyone have experience of making a 'small claims court' claim against a builder whose work was substandard?

We had roofing work done in 2010. It wasn't done to standard, and the builder came to repair it in 2011 and again this year. He was supposed to provide photographic evidence to my surveyor of the work done this year, so we can see it is done to standard. However he has not provided the photographs, and is avoiding all contact (including a letter by registered post). I do not know if he has completed the repairs, or to what standard.

I think he should pay for an inspection of the roof (which will require scaffolding) and for any resulting work that the inspection shows needs to be done.
