Planning rule for putting doorway at bottom of stairs? How far does it have to be from first step?

Does anyone know how far an opening ie: doorway has to be from the 1st stair riser? I think there is a planning regulation that states it has to be 30cm (or maybe more) from the bottom of the stairs.
We are knocking through to the garage conversion (now a playroom but has really crappy access at the back of the room currently) so that we can get to it from the bottom of the stairs or as you come through the front door.
We are getting the builder inspector out as he will have to approve putting in a concrete lintel, but we don't know if he will come early enough before the builder starts making the hole!
We are in Elmbridge, Surrey and work is due to start tomorrow or Friday.
I know it's a bit late, but building work has changed tack and we've decided to do this knock through next.
