how to disguise horrible windows

hi does anyone have an idea of how I could (cheaply) cover or decorate these pvc windows?

I really dislike the plastic paneling at the bottom but don't know how to disguise it...its in the living room and bedrooms.

any ideas please

trying to upload photo but its not working, to give an idea its like the bottom of a white pvc door so plastic all along the wall under the windows
