Revised permitted development

We are just about to buy a bungalow which we want to add a rear extension to. The proposed extension would be L-shaped and measure approximately 8m from the existing building. I have ask an architect if we could build it under revised permitted development and he seemed vague. Apparently this scheme ends in May 2017? What happens if we have not started the work by then? He said we could not get planning permission for what we want to do. If we can not build the kitchen extension then we will not buy the property. Do anyone have any advice or previous experience ? Thanks
