since rained, the cable reel was socket side up, wires rolled inside the cassette and plug hanging out, just want to make sure this is now brown bread and should be thrown out or is there hope??

assuming it wasn't plugged in - if you've got an airing cupboard, stick it in there for a few days. You should always use these with an RCD anyway.
