Does anybody know anything about outside lighting in a conservation area?

We live in a lovely rural village which is a conservation area. There are currently no streetlights (which may or may not be a good thing, depending on your point of view!).

Some people down the road have recently installed 11 very bright lights on the outside of their house and in their front garden. You can see the light from a few hundred yards away and it's totally altered the feeling of the village at night.

Are they allowed to do this without planning permission? It seems crazy that we have to apply for permission to paint our house a different shade of cream, but you can essentially floodlight the area on a whim!

Have searched online but haven't been able to find anything relevant so would appreciate views from anyone who knows about this kind of thing.
