We are having loft conversion. We have a serial complainer neighbour (not immediate neighbour). We've complied with party wall act, not breaching any covenants, building regs ok and we've had planning enforcement officer (as neighbour complained) around who said we don't need planning permission and confirming this in writing. is there anything else this neighbour can do?

No. Some people complain about everything and anything. If planning permission is not required and you have building regs just go ahead. Our neighbour is a serial complainer and they are always wrong. In fact half of my village are serial complainers and they are wrong too, 100% of the time. I honestly think it is jealousy.

Our neighbours, neighbours complained about everything. The council just ignored them after they rang environmental health (noise) for the gazillionth time to complain. The officer was in the very silent neighbours house and realised that the terrible noise simply didn't exist. They cannot go snything other than be annoying: try to slow things down,

received letter from council confirming there is no breach of planning control and they intend to close the file. Grin
