We currently have a coal room that is part of the house that we'd like to eventually turn into a utility, do we need any sort of permission to do this? Thanks in advance for your thoughts.

I'm guessing yes? BRs are about safety stuff, so it's always better to contact them. Plus you may need the approval cert if and when you sell.

We have no plans to sell, just bought our forever home. We'll be working with trusted builder. Is it not a bit of unnecessary expense? Know loads of people change walls etc, surely they don't all get building regs?

one day the house will be sold, and you don't want to risk other people having to bother, surely? if you tiny up your local council they will give free advice so at least you'd know what you are ignoring.
