damp starting on wall- from where pipes go outside?

We have an en suite toilet in our attic bedroom (barely used as spare room) and have noticed over the last couple of weeks since the really wet weather there is damp patch on the stairwell wall below where they exit the house.

I am (maybe wrongly?) guessing that rather than the pipes leaking it may be that the material around the pipes where the exit the house have leaked given the volumes of recent rain?

I have tried to look outside but it is too high up to see and I don't think our ladder will go that high.

Who would be the best person to get to come and look at it? A general builder, a plumber?
