Would we need planning permision for a ground floor extension?

We live in a 2 bed house. I LOVE it and really don't want to move/cant afford to but it is becoming clear that the dcs need separate bedrooms. Ds is slightly autistic and he really needs his own space also dd is disturbing him at night which is effecting his school work.
The only way I can see a solution is to build a ground floor extension which would be a new living room and I would move downstairs into the current living room.
We cant do a loft conversion so short of moving this is the only solution I can think of. Would we need planning permission? and how much would a small ground floor extension cost?

It depends on a few things - you may need PP, you may not.
Are you in a conservation area, how big, how close to boundaries, has the house been extended before....
