What can I do to preserve painted windows for one more winter?

Our decorator promised to paint all the exterior of the windows in October; thought we were cutting it fine but he gave me a rough date. Now, there is still no sign of him and our windows have peeling paint in a few places and the wood is wet. Even if he turns up in the next week or two I do not see how he can paint as some of the wood is now wet and it would need to be dry to paint over it.

Does anyone know if I can do anything as a temporary measure to get us through another winter without losing the windows? If I paint over the bare wood presumably I am just trapping damp in.

Anyone any bright ideas?

cover over the worst parts with a polythene sheet but allow for ventilation to help it dry out/ but keep water off. consider using a wood hardener on soft spots. fill/paint when drier?
