Stuck on paper border

Hello. My DM is redecorating the house in preparation to downsize. About 15 years ago she had the stairs and landing decorated and asked for a floral paper border to be put on halfway up the wall (hope that makes sense - a strip about 3 inches wide). She said she remembers the guy who did it complaining about how difficult it was to put on.

Anyway, while she was away on holiday she asked a decorator to strip if off and repaint. When she returned he said he tried to steam it off but it seemed to be stuck on with some kind of glue and when he tried to pull it off it starting to take the plaster off with it. He said he took ages trying to do one bit and it wasn't working so he decided to just paint over it.

She says it looks pretty bad and the paper is starting to curl at the edges. She thinks the only option is to paper it over but I was wondering if anyone on here has any suggestions as to how to remove it. Bit of a dull story but I thought I would ask! Thanks for reading.

It sounds as though it was a self-adhesive border. If so steaming will not work. I also found that it took the plaster off when I tried to remove mine.

I had to skim the walls afterwards.
