there is no cold water coming out of the tap to the bath

the rest of the taps in the house are fine and the water pressure is fine, the shower which runs of the water (ie not electric) is fine, what could possibly be wrong and can I fix it or do I need to call someone?

If it has a knob on the tap that you rotate several times to turn the water on and off, I expect the jumper has come off. A person who can change a tap washer can fix it.
