How do I get rid of glue all along edging strips?

As title...

Between the laminate flooring and skirting we have plastic edging strips. They have (at intervals) been nailed in with a tiny nail. Trouble is there is a glue-y type substance that has seemingly seeped through and sits on top where every nail is. And there's a LOT of nails.

Wiping it is a quick fix, does the job temporarily but when dust settles again it re-appears. I've tried scraping it off but it magically re-appears Hmm

Does anyone know (or know anyone that does!) of a solution/method to permanently get rid?

White spirit? Stanley knife?

If it is silicon you can get a special remover.

It would be easier if we knew what it was.
