Loft playroom

I have posted on this before (sorry)!

We desperately need more space but cannot afford a full blown loft conversion.

I am wondering if the following would be possible:

Strengthen the floor and put in staircase, plasterboard ceiling. There is already power up there but obviously in more lighting.

Then let the children put all their toys up there, even some clothes and a desk for homework. Basically keep their bedroom for just sleeping.

Then about 12-18 months later (depending on how much we can save) we would re-roof with 4 velux windows.

At this point the room could be used as a proper bedroom.

Can we get building control to sign off on the floor/ stairs etc and then the rest later or doesn't it work like that?

Our main problem is we have an asbestos tile roof and so I doubt anyone would want to touch it and whilst it isn't leaking or anything it needs replacing really.
(Although our neighbours have converted their loft with 2 velux approx 5 yrs ago (sans building regs!) and they seem to have done exactly that although there are new slate tiles surrounding the velux windows. We are a terrace so roof is the same.

You could do it under permitted development, but you'd need proper plans for the whole thing, including structural calculations. Then you could theoretically get it signed off in stages, although I know that our council only give you three years to complete once building works have commenced.

You could just add a loft ladder, then wouldn't any permission. Then add boards/ some light.

Then a year or so later you can just start the whole think from scratch.

I don't know how old your children are but the ladders are fairly study as bolted through the rafters so can't fall down.

We used to have this as children with us ( as teens), mainly using as a giant indoor camping space with friends, but my youngest sister must have been 4 ish and used for playing in the day when friends over as could build train track/ sylvanian houses and leave out

Oh there was a velux window up there though so may be a bit dark and stuffy without...

If I was doing it properly btw I would square off one side, add windows both sides, and try and get a toilet installed up there . Giving you a nice en suite if needed later

We have a loft playroom. Just plasterboarded main area, floored and carpeted and two velux windows out in.
We had no room for a staircase so we have a fixed wooden loft ladder. Dc love it. Anyone who stays at our place think the loft is awesome!! It was well worth the money and if we moved I would defo do the same again.
